VOCAL acts as the voice for culture and leisure managers in Scotland and a range of key partners.  In addition to promoting the activities of these services, as an association of senior managers, VOCAL aims to promote the development of policy and strategy, provide opportunities for networking and promote best practice.  The strength of the Association is ultimately determined by the number of people who join VOCAL and work towards achieving a common set of goals.

VOCAL undertook a survey to update the Ekos work from 2010 which provided a useful analysis of the views of local government prior to the last budget round of the likely impact on culture and sport, and also the trends in
relation to alternative service delivery vehicles to deliver culture and sport. The VOCAL survey will become an annual survey of members to inform the work of VOCAL and its ability to speak authoritatively about the status
of local culture and sport services in Scotland. The 2011 survey has been very useful for understanding how senior mangers anticipate that their services are going to be affected by budget cuts and whether culture and
sport are going to be disproportionately hit in this budget round. All VOCAL members are encouraged to participate in the survey annually.
