Conference 2009
On behalf of VOCAL, I would like to invite you to our annual conference at the Marine Hotel, North Berwick on Thursday 1 and Friday 2 October 2009.

This year’s conference will examine the challenges and the opportunities facing those responsible for leadership of culture and sport in the public sector in Scotland. We will hear the views of Scottish government Ministers and COSLA on the role that culture and sport should be playing in the Concordat and Single Outcome Agreements. There will also be the opportunity to hear from speakers from elsewhere in the UK and overseas about how
inspirational leadership can make a difference. Workshop sessions will allow delegates to hear about and discuss initiatives to develop sport and culture in countries as diverse as South Africa, Kenya, Denmark, Norway and Venezuela as well as some recent examples of successful legacy planning for major events. Up to date information will also be available on the new
Quality Improvement Framework for culture and sport. 
As always the conference aims to stimulate ideas and promote debate about how we can provide the best possible service to the communities we serve. This year’s conference will, I am sure, challenge us to think differently by looking beyond traditional methods and exploring new ways of developing culture and sport.

The Marine Hotel provides the perfect atmosphere with excellent conference facilities and accommodation set on the beautiful shoreline of the Firth of Forth. I would particularly encourage all senior managers and councillors who are responsible for culture and sport in local government to attend but I am sure colleagues in Scottish Government and the national agencies will also find the conference very helpful in exploring how we can work together.

WELCOME TO VOCAL

VOCAL acts as the voice of Chief Officers for Cultural and Leisure Services delivered in Scotland by local government and a range of key partners.  In addition to promoting the activities of these services, as a Chief Officer’s Association, VOCAL aims to promote the development of policy and strategy, provide opportunities for networking and promote best practice.  The strength of the Association is ultimately determined by the number of people who join VOCAL and work towards achieving a common set of goals.

“National Culture Forum Leading Learning Programme”

Do you want to make a difference in local government?

Do you want to be an effective champion of culture?

Do you want to develop your leadership potential?

Following on from the success of the first Leading Learning Programme The National Culture Forum is running a second high quality leadership programme between September 2009 and July 2010.

Programme participants can gain accreditation towards an MA in Cultural Leadership from City University.

Who is it for?

Local Government Heads of Service with

Culture and Leisure Services within their remit

and Senior Managers of Culture and Sport

Services across the UK. There are up to 30

places for the second programme. We expect

to run at least one more programme in

2010/11, but without subsidy.

How much will it cost?

The full cost of the programme is £3500. We

expect there to be a number of bursaries for

£1000 which will reduce the cost to £2500 for

nominated applicants.

How do I get a place?

Applications can be made between 17 March and 10 July.

What’s involved?

An innovative cultural leadership programme tailored to local government concerns. It has five main support elements—Initial 360 degree assessment of your leadership strengths and potential. 5 days in all of residential sessions to allow you to meet inspiring exemplars, reflect on your own practice and challenge your knowledge and skills (3 days mid October, 24 hours in early March, 24 hours late June or mid July). Monthly one to one mentoring sessions with a well matched senior figure with  extensive local government experience and expertise.  Five bi-monthly facilitated action learning sets organized for North, South, East & West.
